Who’s the trainer?
Who is this person who will deliver the training? Where is he from, and what does he do? My name is Tony Lewis and I have worked for alcohol services for the community (asc) for almost five years. I started as a part-time co-ordinator for the essential courses for licensees (ecl) and very soon became a full-time member of staff, splitting my working time between ecl and other projects in the organisation. My work background is mainly based around maps. I spent 25 years in the army designing and drawing maps and teaching cartography. I then ran my own business with maps involved again. Then I co-ordinated the first turn-by-turn survey of the UK for the first ever in-car satellite navigation systems. When I started work at asc I had very little knowledge of alcohol issues or licensing law. The alcohol knowledge was picked up quickly and I set out to learn all I could about liquor licensing. We administer licensing qualifications on behalf of the British Institute of Innkeeping Awards Body (BIIAB) and I have sat and passed three of these qualifications - National Certificate for Personal Licence Holders (NCPLH), National Certificate for Licensees - Drugs Awareness (NCLDA) and the Award in Responsible Alcohol Retailing (ARAR) - so I think I am the right person to be teaching licensing legislation! As the trainer I am fully accredited by the BIIAB to deliver all the qualifications shown in the last paragraph. My aim is to make the learning experience as interesting as possible and to fully prepare you for the examination that takes place at the end of the course.
Qualifications we deliver
National Certificate for Personal Licence Holders (NCPLH)
The course was introduced in April 2005 and courses are run bi-monthly in Luton. The cost of the course is £180.00 per candidate (no VAT) and this includes initial registration with the BIIAB, the cost of the examination, the course handbook, a one-day training course and all associated study material. The examination is multiple-choice and is of 40 minutes duration. There are a total of 40 questions. In the first part all 5 questions must be answered correctly with a minimum of 24 out of 35 in part two. Examination papers are posted to the BIIAB for marking and the results are known within 48 hours. Successful candidates receive their certificates approximately 10 working days after the examination. In the event of failing the initial examination there is a process for re-sitting. The re-sit fee is £35.00 (no VAT). The candidate needs only to attend for the revision period and the examination. This qualification is mandatory if you wish to apply for a personal licence. The course caters for up to 20 candidates and places are allocated on a first-come, first-served basis. We provide ‘the personal touch’ if you need the qualification in a hurry, or if you may experience difficulty in taking English language examinations.
National Certificate for Licensees Drugs Awareness (NCLDA)
Drugs Awareness courses have been run successfully on behalf of Bedfordshire Police, and Mid-Beds District Council. The cost of the course is £160.00 per candidate (no VAT) and this includes initial registration with the BIIAB, the cost of the examination, the course handbook, attendance on a one-day training course and all associated study material. The examination is multiple-choice and is of 25 minutes duration. There are a total of 30 questions. To pass the examination 24 out of 30 questions must be answered correctly. Results and re-sit procedures are the same as for the NCPLH qualification.
Award in Responsible Alcohol Retailing (ARAR)
This qualification from the BIIAB is aimed at bar staff, or shop staff, and covers the licensing law and the social responsibilities of all staff authorised to sell alcohol by a personal licence holder. The cost of the course is £60.00 per candidate (no VAT) and this includes initial registration with the BIIAB, the cost of the examination, the course handbook, a half-day training course and all associated study material. The examination is multiple-choice and is of 30 minutes duration. There are a total of 25 questions. In part one all 3 questions must be answered correctly and in part two a minimum of 14 out of 22 must be answered correctly. Results and re-sit procedures are the same as for the NCPLH qualification. Please note that this course can be delivered on your premises, in the evening if required, as long as there are facilities to carry out the examination according to BIIAB procedures.
Existing licensees
If you are an existing licensee and have your personal licence we can offer you a place on the NCPLH course to update your knowledge on the Licensing Act 2003. The price for attendance only, no examination, is £80.00 (no VAT). This will include the handbook; all associated training material and attendance on the 1-day course. It may also be to your advantage to send your staff on these courses. Do not risk your personal licence or premises licence by not training your staff.
